I don't know if this helps or not... On my Beetle with dual carbs and no steering wheel lock, it's "fun" to cut the engine power and let the engine stop while running downhill. Instead of using brakes heavily, you can still do engine braking by leaving it in gear and letting the motion of the car drive the engine as an air pump. When you turn the key back to "on" again, POW! goes the backfire. Presumably this is the ignition of unburnt gas that got sucked through the carbs, into the engine, and out the exhaust as the car did a bunch of engine braking with no spark... and once hot exhaust starts flowing through again, it ignites. So, er, not that I know that much about carbs, and even less about stock Type III carbs, but could there be some way you've started running really rich, or dumping gas into the intake from the carbs after you stop?
