What's up with that? Any suggestions? Springs broken, missing, off their hooks, or the hooks broken off. I've seen this caused by too long a screw used to mount the capacitor. It stuck inside and the advance swung by and sheared itself off. In this condition the dist just rides at full advance all the time, so once you time it to TDC it never changes.
