It does make sense, if you go back to the 1965/66 model years. In 1965, the 1500 is a type 3. For 1966 the 1600 engine was introduced in the type 3 and the 1500 was introduced in the type 1. DSo from now on, the type 1 carried the 1500 name, the type 3 was changed to the 1600 series.

It was available till 7/73, yes.



According to the price list you could actually get a 1600L with this 45HP
engine too.

That is correct, and in the same manner, you could get the type 1 as 1300L which had the 1300 engine and 1300LS which had 1600. There was also the 1200 which was the basic model, and 1200L which was basically a 1300L with 1200 engine. Also a 1303A was availble, this one also used the 1200 engine.

Still, I believe the 1500 cc late type 3 was mostly used in the van versions (called Variant II in my owner's manual, it retained the HD swing axles till 7/73).

The smaller engines made, and still makes sense in some markets that has taxes based on engine displacement and hp output. The early Polo was available with a 0.9 engine, the first Golf had a 1.1 (and front drum brakes!) on the base model. We still get some VWs with pretty small engines here, as the Golf and New Beetle with 1.4 liter powerplants.
