If there is some kind of lever on top of it that the throttle shaft contacts, then this is what you have. Perhaps it is someone's replacement for the OE part, which is often broken. It should have a large fuel line coming in from the fuel loop and a small hose going out to the front of the intake air distributor cover where the 68-9 cold start injector nozzle is located. It is likely that this system has been disconnected; that is perfectly fine. It's not needed except possibly in very cold (well below freezing) weather. Russ doesn't think these were ever useful. For the 68-9 cars I tend to agree. It was certainly a much more complicated system than was necessary, and in 70 they simplified it greatly. There should also be a large relay box somewhere, with a bunch of terminals on it.
