I've seen > this done before I was able to jury-rig a bracket for my bumper last night. Nothing fancy, just something to keep it legal and semi-presentable. I used one of those steel bars with the holes drilled across the surface from the hardware store. I secured the one side with the bolt from the rear apron to the fender, then attached the other side to the good metal of the bracket 'box'. This crossed the 'chasm of rot', then I secured the bumper to the steel bar. It ended up being pretty damn sturdy, I was surprised, I felt like McGyver or very very white-trash. But in any case it will keep the bumper on and keep it from scraping the paint, until I can get a nice clean patch welded in.
