It is normal, and it is because of the internal circuits of the hazard light switch. but I cant explain further without taking a lot of time studying the wiring diagrams.

Basically, it has to do with the internal circuits of the hazard light switch, and the fact that the turn signal indicator light (in the fuel guage) has constant power with the ignition on, and is grounded through the turn signal bulb filaments.
