The most common fault here is that people get the hoses reversed on the valve. 
Note that the input line (the one from the reservoir) should connect to the far 
end of the valve, while the output line (the one to the windshield nozzles) 
connects to the nipple closest to the dash.

Your description sounds somewhat different, but I thought you might want to 
check anyway.
