The 311 L dist is an excellent dist and you should use it. It's the OE dist for
the 68-9 MT FI. To test the mech adv, grab the rotor by hand and twist it to
the right. It should move about 15 deg and then stop. It should snap back
quickly when you let go of it. There will be some free play that is just in the
distributor drive; you can ignore that.

You probably can't use the vacuum half of this dist with your carbs at all,
because this dist is not matched to the vacuum properties that you'll get out
of the carbs, but once you get the mech adv working you won't need it.

FYI, the vacuum portion of the FI dist is ONLY a fuel economy device and ONLY
comes into play at light throttle and light load (cruising.) Your carbs give
out a vacuum that is proportional to load, which is not what this dist is
expecting.
