I finally found it. After taking the both sides apart to compare I found that the top bar that holds the spring was in opposite the other side. I didn't think this would matter, but nonetheless, I decided to flip it cause I was still having problems. I noticed that it had worn to an angle so it did matter and helped bring the shoes in about a quarter inch... BUT THAT WASN'T IT. Take it all apart again and I notice that the shoes will move about 1/2" up and down. So I went under to adjust and pried the brake up from the bottom and it moved quite a bit up, I was then able to adjust the brakes successfully, it took quite a few turns. HOORA. So, I guess what happened is the brakes were sitting too low when I put the drum on so there was little adjusting I could do, this also made it so the tops of the brakes were too far apart so it took a lot of pumping until it would catch.
