Break it up into sections by state/provence (and country) and it shouldn't
be too bad.  Aside from the fact that I know nothing about databases, the 
two biggest reasons I can think of for using a straight list are 

1) the list can be printed (easily) and stuffed in the glovebox
before a trip, and 

2) it wouldn't require Greg to do anything more on the
site than add a page and a link or two.  

I dunno if vwtype3.org has SQL (or alternative), but it's obviously able 
to spit out webpages on demand. =)
