That's a big increase. I'd check the throttle lever return springs first, and make sure the throttle levers are on the stops. Then check the choke fast idle mechanism isn't sticking. I doubt the throttle stop screws would tighten. What about the throttle butterfly plate - they are held with screws, which are lightly 'rivetted'. Maybe someone has replaced them and not properly fixed them again. Dave.
