Your experience with the cannisters is typical, and I don't think there will be any harm in simply removing both of them. They have probably been non functional for 20 years. You DO need to provide a vent for the gas tank, though. The tube that went from the tank to the fender cannister should be replaced with something that runs to the rubber plug at the LF corner of the gas tank. Take that plug out and nip off the tip of the cone; that will leave a hole thru it, forming a grommet. Your replacement tube should run thru that grommet and about 4" down from there. If you can find some kind of plastic tube that doesn't mind gasoline that would be ideal. The steel lines rust up inside and get plugged. Note that once you've done this you risk having the tank overflow onto the ground. I make a habit of not filling up the tank and then parking the car.
