I think the original clamp arrangement for a type 3 has always been too long to clear the flap rod. I know that this completely stumped me the first time that I dealt with it on my 68. The clamp has a long bolt welded to it, with a spacer sleeve and a 10mm nut at the end. It's possible that early models were different, but I don't believe that's the case.
