Confirming what Russ noted, the 'round bar' is the clamp bolt. It was not
originally so long that it would run into the flap rod. I have to wonder
whether there might be an extra-long nut (a Type 4 nut, maybe?) or some
other extension attached in place of the ordinary 10mm nut that should be
there. At worst you should be able to loosen and/or remove it, then pull the
distributor up with the clamp.

In a pinch you can try pulling the distributor out of the clamp as Russ
describes, if I understand correctly, but I'd leave that as a last resort --
if your shaft O ring is still any good, this could mess it up coming through
the clamp.
