Overpressure in an FI system can make things difficult, and wrong dwell is
wrong dwell.

Quite frankly it seems like you're fussing around too much. Reset the dwell
and timing using the normal procedures. Check your plugs and plug wires.
This should be enough to get you started.

A compression test and fuel pressure test would both be good. I wouldn't say
that you have a good enough test to know yet, but if you find that the fuel
pressure is actually high, replace the pressure regulator.

Yes.

Get under there and clean everything up -- pressure washer, Gunk spray,
whatever. Scrape out the crud and detail it until you can see clearly what's
happening and when it's dry you don't see any oil. Then wait a while, and
look for static leaks.  Then run the engine, and look for pressure leaks.

=> fuel pressure gauge?  Maybe I should just get and

You really won't need one once you've made your test, so installing one
would be a lot of unnecessary hassle. Can you maybe borrow one somewhere? Is
there a VW club in your town?
