It's actually hard to measure the real points gap because of the contour of the 
contact faces. They can pits and mounds which fit into one another so that you 
measure a much smaller gap than the actual effective gap. Unless you don't 
trust your dwell meter, just go by the dwell. That's the important thing.

It can be the breaker plate "bearing." put a small hose on the vacuum advance 
and just suck on it while you watch the dwell. Does the dwell change? If so, 
you need to replace the breaker plate.

Changes in the dwell translate into timing changes. Since these are unintended 
timing changes they are almost always undesirable. Getting the timing set right 
may help, but things won't ever be right until you get the dist timing advances 
both working right.

What year are we talking about here? FI or carbs?
