All type3s destined for import to the USA by VW were fuel injected. There 
were some private cars brought to this country that would have had stock dual 
Solex 32 PDSITs on them, not a Weber progressive. The Weber proggy wasn't even a 
good carb for the car it was designed for (a pinto), and will require massive 
tuning and expensive jet changes just to work badly on a type3. There are much 
better choices then this carb.

Yes, its very hard to gather all the correct parts to re-install the FI, but 
its not impossible. It will however cost you quite a bit of money though, 
along with a learning curve.

Yes, this is part of the problem with using the Solexes, the lack of complete 
kits. You really need to keep searching places like e-bay, The Samba, and 
even the type3.org for sale section, as they do come up occasionally.

I won't try putting on any carb with the single side draft set up. If 
anything, I'd get the kit of  Weber 34 ICTs ( from somebody like CB Performance) and 
install them, as they will fit under the floor, will work with any distributor 
that you currently have on it, and are reasonably easy to tune, and best of 
all they are new!, and not needing to be rebuilt.
