I always pull them down. T-3's bails are installed backwards from T-1's. The offset/angle should point up. this gives plenty of clearance to pull the valve covers. I pull the bails down with a shop rag. I don't pry them down. BTW, If your valve cover gaskets are the black felt type material, they are too thin and will leak. I use the cork/vinyl type that you can buy from someone like Rocky Mountain Motor Works.
