This was exactly the situation here until they introduced the "collector's car" licensing category a few years ago. Any car over 30 years old can be registered this way, and gets a very large discount in road tax and compulsory insurance. It has to be tested every six months, as does any car over 20 years old. It can also be taken off the road indefinitely, during which period you can let the license lapse for as long as you like and not have to pay anything. Once the car is restored you just renew the license and take the car to be tested, and that's that. I read that in England there is actually a lot of dissatisfaction with the tax exemption for old cars, because it used to be for any car over 25 years old, and then it was changed to any car before 1972. Obviously anyone with 1973 model cars were not happy about this.
