Look for a brush that is hanging up in its guide, or an armature with an intermittent short/open. I've seen brush holders slightley bent, and also brushes that are also too long so that the springs are actually pushing on the side, making them hang up. Running at high RPM can bounce the brushes around until they hang up off the commutator.
