I was of the understanding that you either shim the pump with gaskets to lower fuel pressure or trim the bakelite base to raise the fuel pressure.

I think there will be a limit to how much you can shim the the pump pushrod length. You need to keep the final lever throw from bottoming out the spring. That said, you would be bumping up the spring force slightly. I have the T1 vs. T3 spring force data at work, and I'll post it tomorrow. I would expect you could bend the spring to get higher pressure. Most springs are just wire that are formed (bent) into a coil shape, although some might be annealed and/or heat treated afterward. The "set" will be permanent (plastic deformation), whereas the bend during operation should be elastic. Plastically bend it over a small local area in the base, and leave the coils alone. Or shim it, this will lessen the chance of a fatigue failure at our bend point.
