I just went out and checked all of my VW's. My '65 T-1 has just the bar.
And it is orginal. MY '66 T-3 "HAD" the ring but it has been modified.
Many VW's with the ring, had them ground away, when the ring broke.
My '69 parts car has the broken ring, but it has not been ground. Ralph
Nader will be after me for a sharp object in the car. My '71 FB has the
painted ring, that is still in tact.
