If water actually comes out of the hole the front fender screw goes into, there must be water in the outer rocker at least. It may get in between the rear end of the front fender, but often gets in through bad seams at the air intakes and floods into the rear of the rocker panels. I could be wrong, but the foam seam sealant fails as quickly in a 'dry' state as in the rust belt - maybe even quicker. Dave.
