I'd make sure that the clamp is actually loose and isn't impeding things and then spray some light penetrating oil in there and let it soak in. You may have to let this sit a few days and work its way in. If possible, I'd run the engine and try this both warm and cold, and just thermal cycle it a bit while the oil is working in there. Once it's loose, it's also normal to have difficulty getting the dist out because of interference between the clamp and the other engine parts, but that is just a matter of loosening the clamp and turning it to gain clearance. I've only ever seen ONE completely frozen distributor.
