That would actually be a stock engine converted to Webers. It is probably not jetted quite right and is probably running too rich. The excess fuel accumulates in the exhaust until there's enough there to burn. Then hot exhaust gasses ignite it and it "pops" in the exhaust system. It's common for aftermarket carb conversion kits to run too rich.
