Check it out at: http://mywebpages.comcast.net/jaransonT3/jaransonT3/AeroPage.html Yes, the louvers would probably draw air out of the fender if it weren't for the large, high volume cooling fan sucking air into the fenders. I suspect that this suction actually helps to lower the drag of the Type 3 by reducing the degree of turbulence behind the car by keeping the airflow attached to the surface of the car further reward. I doubt this is a significant effect due to the relative size of the louvers to the surface area of the car....but every little bit helps.
