Maybe I've just been lucky, but I just work over the heads when I also have to do major work to the engine. Of course this is just on a stock engine where the stress on the valves is normal. When the heads come off, I throw away the exhaust valves, check and replace guides as necessary, touch up the intake valves unless the stems are worn, get the seats cut, and lap everything together. I see that Russ says that lapping is not necessary, but I see it as a good check that the seats were cut properly. It may not be necessary, but as long as you clean out the lapping compound when you're done it certainly doesn't hurt anything. I check the valve springs and put shims under them for proper pressure and to keep the springs from wearing alum off the face of the head. Most of the time I'll work over the intake and exhaust ports.
