First I would put the gauge on your system and see if IT sees 23 psi. Then you should try to figure out what is wrong with your system that is making it run rich. There's something wrong that you're compensating for with the low fuel pressure. First guess is that the charging system regulating voltage is low. This is a common voltage regulator problem that makes the FI run rich.
