There should be a band around the body of the pump motor which looks a lot like the strap that mounts your ignition coil. The 2 ends of this band have holes which connect to rubber mounts which attach to plates that are captured in the front axle beam. The rubber mounts are often broken. Cable ties are okay if done well, but you don't want any stress on the wires or the hoses, and you SURE don't want the pump to fall loose on you.
