I had the same problems with my '65 Notchback when I lived in Boise. I
finally just got "classic" plates <

The classic program exempts you from further emissions tests. The classic
program has a $25 program fee, plus the $6.00 plate fee. Every three years,
they send you a post card to verify that you still have the vehicle. You
send the card back in with $3.00. There is no annual mileage limit, it just
says you are not supposed to use the vehicle for "customary and usual
transportation". This can be left up to the mind of the operator.

I finally solved all my emissions woes on all my vehicles by moving to
Canyon County. Out here, we don't even have to worry about the extra $10
that ACHD puts on to your registration fee on regular vehicles.

I took the regulator bolt out till the engine almost died. It read ~17
psi. at zero (do mean no input?) it was resting against the needle stop.
Do I need to fill this with gas before I pressurize the system? If there
is air in there will it affect the reading? Could I also verify the
gauge with an air compressor set to a specific output?

I took my pressure back up to what the gauge read before adjusting it
(~23) and she is running great now. I passed emissions with 4.5 co% at
2500rpm, so now I have another year before I have to worry about it
again. Thanks all for the help.
