This sounds so low that I suspect your gauge. Try backing the regulator out all 
the way to see how low you can get it; it should only go down to about 20psi. 
Check to see what the gauge reads at zero input pressure.

Noise is a very subjective thing. What clearances are you adjusting your valves 
to? I like to do .004/.006 for intake/exhaust. This will be a bit quieter and 
won't harm anything.
