The carb's job is to provide a certain ratio of fuel to air over a range of air flow rates. While no carbs do a perfect job of this, they do pretty well and upping the displacement by 5% shouldn't be significant, since this is the air flow equivalent of a 5% increase in RPM. OTOH, increasing the displacement DOES often increase the compression ratio, and this changes the fuel/air ration needs. Still, this is all speculation, and my guess is that the root problem is simply that this is a 73, with the jets that VW thought were necessary to meet the ever increasing emission standards.
