The measurement length is not the overall length, but rather the length between CV faces, so it ends up being shorter than the axle length. You're correct that this makes no sense if you try to measure it between the outside CV races, but if you measure it between the inside races then it is fixed and makes sense. I believe the manuals have diagrams that show this, but it is never made clear what it actually means. The only reason for doing this at all is to make it clear that you can vary this assembled length by installing the Belleville washer in different positions. This would yield 3 different possibilities for each assembled axle length (both washers inside, one in/one out, both outside.) Even this is pretty silly, however, because I think those axles are ALWAYS intended to be assembled with the washers inside, so why not just say that?
