I don't know how VW decided which cars got it and which didn't, but I have always assumed that it was geographic. Starting in 70, all the FI cars came with a much simpler cold start valve system. While this is the first thing that most people jump on, the only time I have seen it turn out to be a problem was when it was miswired. At any rate it is easy to check. Just disconnect the electrical plug from the valve if you think it's causing your problems. If nothing changes then you know that the problem is elsewhere. I know someone will suggest that the valve could leak enough gas to cause a problem even without power, but I really don't think so. Is it possible, sure. But I've never seen anything close to it, and I've been working on them for 35 years.
