Uhhh, yeah, but that's necessary and the gauge expects you to do that. 
Actually, there will be a "bubble" of air in the gauge above the fuel, but the 
gauge doesn't care, it only cares what the pressure is. 

Of course if the fuel were something corrosive that would be a different 
matter, but gasoline is completely compatable with all the materials usually 
used in pressure gauges.
