Yes, there's a pressure regulator which is adjustable. If you have too little pressure, and you're confident in your gauge, then you need to decide whether the pump or the regulator is at fault. Here's how: Get the pump running, with a gauge on the system. Running the engine is just one way to do this. Watch the gauge while you pinch the fuel line between the #1 injector and the pressure regulator. If the pressure goes way up, the pump is good and the regulator is bad. If the pressure doesn't change the pump or the pump relay is bad. The pump won't put out full pressure if the relay is bad.
