Some brands/compounds of brake material are worse for this than others, so sometimes a new pad/shoe will cure it. The only thing you can really do with this is to make sure that it's not something worn down to the point where you have metal-to-metal contact somewhere. When you replaced the front pads were they worn evenly? If not, you probably need to rebuild your calipers. A sticky caliper will wear the pads unevenly and can make squeaks even when you're not applying the brakes. You should try to figure out whether it is front or rear, and which wheel it is, if possible.
