The ground side of the horn goes to the side of the steering column which is insulated from ground. The center wire runs down the inside of the shaft and jumps around the coupling, connecting to the steering box side of the shaft. There is then a ground wire from the top of the steering gearbox to the axle beam clamp (jumping around the rubber axle beam supports.) So the steering shaft floats up to 12V until you press the horn button, which grounds it. This puts 12V across the horn.
