If these have been removed then the choke will work, but the engine won't fast idle. The other possibility is that the idle cams inside the choke housing are not being held by the little spring that is in there. If you undo the 3 screws around the choke housing and pull the element out, you should see the fast idle cam. I am going from my memory but that should have a little spring behind it to keep tension on it.
