It's not likely that the mechanic knew that he should check it. It is a fluke of
the D-Jetronic design that it reacts poorly to low system voltage.

I'm afraid this is a very common attitude. You need to find a place with better
karma. Isn't Bill & Steve's in the Bay Area? They should have some
recommendations.
