of course an obvious option is sand/media blasting, i recently did a set
of '65 beetle wheels that were in really sad shape, they cleaned right up
and i painted them with high quality automotive paint. the only area that
gave me trouble was in the crevase between the wheel outer and inner
structure....
i used a real nice glass media that did a real nice job and left a perfect
paintable surface....
