just making sure. some things to check on ICTs:

float is set to correct height
- hummm,ok how?

you will need to find out the specs for the float height from CB Perf or Fast Fred's if you don't have a weber book

running too rich
-is this just checked by the idle speed?

you need to look at the plugs. are then really black/dark brown? if so, you need to turn the mixture screws way in! i believe that 1 3/4 turns out from seating (not hard seating) is the norm to start with.

overtightened clamps
- really? how does this affect things?

you can overtighted to the point that you create a fuel leak under the clamp! i just went through this with my carbs.

overflow tube (is the tank full right now?)
-yes


if the overflow tube is cracked, you will get this smell at ever fuel fill up! and then, as the tank level goes down, so does the smell.

what did you do with the return fuel line?
not much. I left it alone and capped the end coming from the tank

is the cap leaking fuel at this point?
