It converts DC to AC, steps up the AC with a transformer, then rectifies the AC back to DC at a higher voltage. They could be made to supply different amounts of power, but radios in that era were never conceived of as needing the kinds of power that one "needs" these days. Back in the era when cars were just making the transition from 6V to 12V these were pretty common, but most of them have disappeared into junkyards by now.
