Okay, I understand. This seems completely fair.

There is no dashpot on the 70 so the throttle should shut immediately, no 
delay. Take off the air cleaner and watch down the throat and see if it is 
closing slowly, or not completely. The TVS is simple to adjust, so you 
should be able to do this yourself if you have an Ohmmeter.
