Your grin, clearly visible from here, is all the thanks I need. Isn't it wonderful 
to find that a problem like this has a cheap simple solution.

That resistor eventually fails on all these regulators and this leads to the 
regulating points (inside) wearing down and changing the regulating voltage. 
This is the normal, and very common, failure mode. While anything is 
possible, I doubt if the welding had anything to do with creating the  problem. 

For replacements, I have Bosch VRs which I have modified with a diode to 
make them last even longer than the originals.
