Anything that will stop water getting into the starter casing has got to be worth using. I just put a coat of chassis paint on mine, but a silicone sealant would be fine - even undercoating probably. The book calls for it, so don't leave it out unless you know better than Bosch engineers! As far as bad earths are concerned, they worked fine for a long time - why not clean up all the connections and make sure all the electrics work correctly again? Maybe it will stop a problem developing elsewhere. Hot starting problems for starter motors are very common - the sort that responds to a tap on the casing must be something to do with a bad contact between things that can move - ie brushes and commutator, or physical jamming. Often better connections stops the problem for a time; even a new battery might 'cure' it for a while. Dave.
