If this is the case, then how come they were allowed to sell the Beetle with carb in the US? Does it somehow pollute less than the Type 3?
I think it's probably something to do with the Beetle having a single carb and the pre-FI US-spec T3 having duals. Even at that, the US-spec Beetle carb (and associated emissions equiment) got more and more complicated until VW switched to FI on the US-spec Beetle in '75.
