What was imported had everything to do with local customs and emissions 
regulations. The FI was necessary to meet the more stringent regs here in 
the US, while all the options may have been available down under. The FI 
was widely despised, but mainly because it wasn't understood. Of course 
every mechanic had decades of experience with carbs so they were all 
comfortable with them, even though not 1 in 100 could really tell you how 
they worked.

In the end, the FI works really well as long as it is treated well, no matter 
what climate or country you're in. It's only failing is that it is not easily 
modified, so that anything more than moderate engine modifications require 
a change to something else.

I suspect that even where you live the extractors were only an aftermarket 
item. They are certainly not anywhere on the VW microfilm.  ;-)
