I am not sure if that is an alignment problem. My Fastback had really excessive toe in, but it drove fine with the exception of squeaking around corners. The wheels should still be able to turn freely with bad alignment, and your problem sounds like something is trying to stop them from turning when it is on the ground. You could try putting some axle stands under the suspension arms and letting the car down so the wheels are off the ground, but the suspension is compressed and see if the wheels still turn all right.
