There's no point in circulating much more gas than your engine will ever need, since, as you pointed out in your other post, large flow rates just present opportunities for large pressure differences around your system. Plus, if you really are returning a LOTof gas to the tank, I wonder if it is possible that the return flow is so large that it is spraying up against the top of the tank. If so, much of this spray could be dripping back into the outer part of the tank and depleting the supply in the cup. This MIGHT be the source of your problem. Have you looked down there with the engine running and the tank low?
